Mark J. O’Brien – CEO
Mark O’Brien is CEO of Eco-Fuel Global, and brings over 20 years of experience in environmental consulting and alternative energy. He has been involved in running large projects around the world, including biofuel facility and plantation development, performing environmental assessment and remediation, and providing litigation support to clients. Mark's clients include major ports, cities, counties, and developers.
Karl Boyce, Senior Investment Advisor, Leads Financial Services Group
Karl's prior background is in financial services with companies including Williams de Broe and Singer & Friedlander. His expertise and responsibilities are in obtaining finance for large-scale alternative energy projects, complex financial modeling of critical inputs and outputs, and assessing and optimizing carbon credits for such projects.
Steven I. Michelson, PG, - Principal Geologist, Leads Applied Water Resources Group
Steve brings over 20 years experiences applying technical, economic, and regulatory analysis to the management and closure of environmental liabilities. He is a licensed geologist in California and Oregon. His expertise is extensive in projects assessing natural resource damages, hydrogeologic conditions; contaminant sources, extent, transport, and fate; and ground water/surface water interactions at inland and coastal aquifers. His experience includes successfully implementing multi-disciplinary strategies designed to characterize and resolve complex environmental liabilities.
Peter D. Weiler, Ph.D. – Senior Hydrogeophysicist, Leads Applied Geophysics Group
Peter brings over 15 years experience as a geologist and geophysicist. He applies geophysical techniques to geological, environmental, and energy problems around the world. He performs hydrogeological and geophysical investigations for alternative energy, BRAC, CERCLA, Brownfields redevelopment projects, landfills, and industrial facilities. Dr. Weiler has experience with State and Federal Superfund Sites with VOC, CVOC, and metals impacts, and petroleum hydrocarbon sites.
Charles W. Foster, MPA, CAE - Vice President Transportation Services
Mr. Foster brings significant executive-level experience to the strategic development and management of energy projects and transportation services. Currently, Mr. Foster sits on the South American investment fund board for development of alternative energy. He has worked for a variety of companies and public agencies, including Shell Oil Company, City of Oakland, the University of California – Davis, and both air and sea port authorities. Mr. Foster served as the Assistant Director of Aviation at San Jose International Airport, San Jose, California for six years. Mr. Foster subsequently served in several key executive positions at the Port of Oakland, including Director of Aviation, Deputy Executive Director, and Executive Director of the Port of Oakland. In this capacity at the Port of Oakland, Mr. Foster oversaw all operations at the fourth largest seaport in the U.S. and among the top 20 seaports in the world, all airport operations, and 19 miles of commercial real estate development, including hotels, restaurants, office buildings, theaters and other retail activities.
Dan Holmes, M.L.I.S. – Senior Geographer and Research Librarian, Leads Applied Information Group
Mr. Holmes has substantial experience with library management and planning, information research, and environmental analysis. He brings a diversity of experience in hydrology, water resources, geomorphology, city planning, and historical geography. He has performed many literature and archive research projects, with emphasis on interpreting aerial photographs, public records research, and developing digital and web-based libraries. Tammy G. Essmeier, J.D. – Senior Project Risk Manager
Ms. Essmeier is an attorney who brings over 18 years of experience in environmental engineering, legal, risk management, and regulatory support. Her technical engineering degree combined with her advanced law degree provides her with the ability to comprehensively identify, evaluate, and manage risk. Ms. Essmeier specializes in the development and implementation of programs to delineate risk and processes to manage those risks based on her extensive technical and legal background that includes civil and environmental engineering, regulatory compliance, liability assessment, and management of cleanup cost cap and pollution legal liability insurance claims. Ms. Essmeier has worked with industry (manufacturing, energy, mining), municipalities, federal agencies and the military, public agencies, and resource trustees.
Jim Durkin, CHg- Senior Hydrogeologist, Leads Site Assessment Group
Jim is a California Certified Hydrogeologist with over 20 years experience investigating environmental conditions in California, Hawaii, and Nevada. Jim has conducted environmental assessments at sites ranging from agricultural areas, residences, and service stations to manufacturing facilities and military installations. Jim's expertise includes aquifer testing, ground water supply assessments, geomorphology, storm water protection, and evaluating potential geologic and hydrologic impacts of large-scale land development and water supply projects.
Tyson Fulmer – Geologist, Leads Field Services Group
Tyson is a seasoned geologist with considerable experience analyzing and presenting complex geologic and hydrogeologic data. As head of the field operations, Mr. Fulmer is responsible for assuring accurate implementation of work plans, sample integrity, project coordination, and scheduling. His field experience draws from public and private sectors.
